DEMEANS THE VALUE OF AMERICAN CITIZENSHIP--BY GIVING IT TO PEOPLE WHOSE
MAIN QUALIFICATION IS A BLATANT DISREGARD FOR THE LAW. THE ANSWER
IS ACTUALLY MUCH SIMPLER, AND THOROUGHLY AMERICAN: IT'S CALLED THE
'RED-CARD SOLUTION'. IT MAKES PERMANENT IMMIGRATION AND
CITIZENSHIP A COMPLETELY SEPARATE PROCESS--WHILE CREATING AN EASIER
SYSTEM FOR EMPLOYERS AND GUEST-WORKERS TO FIND EACH OTHER, THROUGH THE
PRIVATE-SECTOR. PRIVATE-EMPLOYMENT FIRMS WOULD OPEN OFFICES
ABROAD--AND WOULD ISSUE NON-CITIZEN WORK-PERMITS THAT FOREIGN WORKERS
WOULD APPLY FOR, IN THEIR OWN COUNTRIES. AFTER CRIMINAL-BACKGROUND
CHECKS, WORKERS WITH JOBS WOULD BE ISSUED A 'SMART CARD' WITH BIOMETRIC
DATA. THAT WOULD ALLOW AUTHORITIES TO ENSURE THAT THEY ENTER
LEGALLY, WORK AT THE AGREED EMPLOYMENT, AND RETURN, WHEN THE WORK ENDS.
AND, THOSE ALREADY IN THE U-S ILLEGALLY COULD SIMPLY LEAVE THE BORDERS
OF THE U-S, APPLY FOR AVAILABLE JOBS--OR PROVE THAT THEY HAVE A
JOB--THEN RE-ENTER LEGALLY--UNDER OUR TERMS--AS TAXPAYERS, NOT
TAX-DRAINERS. GUEST-WORKERS AND THEIR EMPLOYERS WOULD PAY THE
COSTS--NOT TAXPAYERS. PRIVATE-ENTERPRISE COULD FINALLY SOLVE THIS
PROBLEM--WITHOUT DIMINISHING THE RIGHTS AND RESPONSIBILITIES OF
CITIZENSHIP."
